Absolutely Candace, <h3> tags are third level heading tags. There are 6 total heading tags and you guessed it they are h1 - h6. Your pages most important keywords should always reside in the <h1> tag. Your <h1> tag should be the page title or topic. The <h2> would then be your Main topic and an <h3> tag should be your sub-topic. So for instance you may see a structure like this in a web page:
<h1> Book Reviews </h1>

<h2> Louis L'amour</h2>
<h3>Sackett’s Land</h3>
<h3>To the Far Blue Mountains</h3>
<h3>The Warrior’s Path</h3>

<h2>Tom Clancy</h2>
<h3>The Hunt for Red October</h3>
<h3>Patriot Games</h3>

You may think that since your most important keywords are in <h1> tags, you should use nothing but <h1> tags. However, some search engines may see that as keyword spamming. Use the most important keywords in your <h1> tags and use the other h tags for detrimentally less important keywords.
